Attendance Management Rules for Faculty and Staff of Shunde Wende School

To ensure the normal operation of the school and enforce discipline and conduct, and in light of the reform of position-based performance pay, these Attendance Management Rules for Faculty and Staff of Shunde Wende School (formerly Shunde No.1 Middle School Experimental School) are hereby formulated.

I. Leave Application Procedures

The school operates a regular on-site working system. Any staff member who needs to leave the school, whether for official leave, personal leave, sick leave, maternity leave, marriage leave, birth-control leave or bereavement leave, must complete the leave application procedures and obtain approval before leaving the campus.

1. For leave of no more than half a day, no leave form is required; approval is granted by the grade director or department head and recorded (each grade group or department keeps a registration book). For half-day leave, a leave form must be completed and approved by the Director of the Academic Affairs Office. For leave of one day or more, a leave form must be completed and approved by the Principal. For absence from regular grade-group or subject-group meetings, no leave form is required; approval is granted by the grade director or subject group leader and recorded. For school-wide meetings, collective activities required by the school, and professional training, a leave form must be completed and approved by the competent department head, with the Office keeping the record.

2. In special circumstances where there is no time to complete the leave procedures, or where leave needs to be extended after expiry, the staff member shall, in accordance with the above approval authority, first request instructions from the relevant leader by telephone, and may leave the school or extend the leave only after approval. The relevant procedures shall be completed on the day of returning to school after the leave expires; failure to do so within the time limit shall be treated as absenteeism.

3. The leave application form must clearly state the specific reason for the leave. For sick leave, a doctor's certificate and medical expense receipts must be provided upon return to school. The above leave documentation shall be archived by the Office for future reference.

II. Salary Deduction Rules for Leave, Absenteeism, Etc.

1. Sick leave:

(1) Up to 1 week cumulatively per month: calculated at 80 yuan/day;

(2) More than 1 week but no more than 2 weeks (10 days) cumulatively per month: only 2/3 of that month's performance pay is paid;

(3) More than 2 weeks but no more than 3 weeks (15 days) cumulatively per month: only 1/2 of that month's performance pay is paid;

(4) More than 3 weeks (including 3 weeks, i.e. 15 days) cumulatively per month: only 1/3 of that month's performance pay is paid;

(5) One month cumulatively (20 days) per month: no performance pay is paid for that month.

2. Personal leave: up to 1 week cumulatively per month is calculated at 120 yuan/day. Beyond one week cumulatively per month, in addition to the deduction of 120 yuan/day, the month's performance pay shall be deducted proportionally.

3. Absenteeism: calculated at 300 yuan/day, with handling in accordance with relevant regulations.

4. Unexcused absence from school-wide meetings, collective activities required by the school, or regular meetings shall be treated as half a day of absenteeism. Attendance shall be registered at every regular meeting of subject groups, grade groups and departments, and attendance records shall be submitted to the Office at the end of each month.

5. For continuous absence spanning two months, the calculation shall be merged into the latter month.

6. Work-related injury leave, maternity leave, marriage leave, birth-control leave and bereavement leave shall be handled in accordance with relevant national policies.

7. The total salary deducted under the above items shall be limited to the individual's total monthly salary.

III. Full-Attendance Reward Rules

1. Of the original 800-yuan teacher ethics award, the school sets aside 300 yuan as the full-attendance award for teachers. Those with full attendance receive 300 yuan/month; those without full attendance have 300 yuan/month deducted, which is used to reward those with full attendance.

2. If a staff member takes personal leave from regular subject-group or grade-group meetings twice or more (inclusive) cumulatively within a month, the month shall not count as full attendance.

3. If a staff member is late or takes leave of no more than half a day three times or more (inclusive) cumulatively within a month, the month shall not count as full attendance (medical visits shall be handled at discretion).

IV. Supplementary Provisions

1. Working attendance hours are: morning 7:40–11:55, afternoon 2:30–5:30 (those with morning reading or the first period follow the usual schedule).

2. Performance pay refers to salaries and allowances other than basic salary and holiday condolence payments, including floating pay, the teacher ethics award, position allowances, and the comprehensive evaluation award.

3. For teachers who have been ill for a long time and face significant family financial difficulties, the school shall handle the matter at its discretion.

4. These Rules shall take effect from September 1, 2017. Where previously implemented plans and measures conflict with these Rules, these Rules shall prevail.

5. The administrative meeting holds the power of interpretation of these Rules.
